Title: PAVEMENT MANAGEMENT SYSTEMS AID AT LOCAL LEVEL
Abstract: A pavement management system (PMS) can help local agencies balance many diverse considerations and a multipliicity of requirements in the most cost effective manner possible. Each agency must find a system that best suits its needs, and is simple to maintain and operate. Studies have determined that 3 features are especially important in a PMS: procedure to objectively quantify pavement condition; a listing of the most cost-effective maintenance treatments; and a means of matching treatments to problems. The framework for a PMS is discussed, as well as a road network identification system, assessing of pavements, and collecting information. The optimization of priorites and alternatives is described. PMS reports and costs and personnel are also discussed. It is noted that support from upper management is essential for an effective PMS.
