Title: INDICATORS OF THE BENEFITS OF PAVEMENT MANAGEMENT
Abstract: It has been generally accepted that pavement management activities provide benefits to both transportation agencies and the public. However, the benefits of pavement management have been rarely measured or quantified. At the implementation of a PMS, agencies are usually vague on the goals they set and the benefits they expect. Their planning could be supported and greatly improved by the awareness of measured and quantified benefits other agencies have achieved. Because of the scale and large diversity of agencies, the set objectives and expected results also vary diversely. Similarly, the benefits of pavement management activities that agencies can achieve show a wide variety. The paper, based on data from surveys, gives an overview of the goals that transportation agencies consider worthwhile in the field of pavement management. The paper discusses the output of pavement management tools versus the outcome of pavement management activities. The paper also demonstrates examples when the output itself can yield benefits right away, mainly by providing improved communication. The paper looks beyond the generalized value statements and the assumed self-evidence of benefits in search for quantifiable indicators of improvement in the pavement performance as the outcome of a pavement management system (PMS).
