Title: The effects of pavement maintenance and rehabilitation strategies on the value of roadway infrastructure
Abstract: Pavement Management Systems (PMS) with different levels of complexity have been used to assist agencies in the funding allocation process. Several available PMS decision support systems can use engineering and economic models to compare different maintenance and rehabilitation alternatives along with different funding levels. Some consider agency and user costs; yet they still do not necessarily consider all of the impacts of alternative decisions. This can lead to allocation of funds that do not address maintaining the value of the agency’s investment in the pavement network. An asset management approach can be used to assess the impact of investment and treatment policies on the value of the road infrastructure. This approach can be used to determine the effects of pavement funding and treatment scenarios on the value of the pavement. A case study was completed to evaluate the applicability of this approach.
