Title: ECONOMIC DEVELOPMENT AND STATE-LEVEL TRANSPORTATION POLICY
Abstract: Ample, well-maintained highways, streets and roads are recognized as necessary and important to an area's development potential, since they provide access to resources, goods, and markets. Accessibility is a critical need in any form of economic activity. The aim of this article is to examine the emerging role of state departments of transportation in helping to facilitate economic development. Reviewed are a series of policy issues that relate to how a state could approach the problem of increasing the competitive advantage of its communities by funding highway improvements. Also reported are results of all 50 state departments of transportation. The survey was conducted to ask about the nature and extent of current programs that are geared toward fostering economic development. One of the more innovative state level programs, Iowa's RISE program, is reviewed.
