Abstract: Secretary of Transportation Skinner likens transportation to the country's economic lifeblood. The present transportation systems took decades of sustained effort and a strong commitment of resources by the public and private sectors. But the existing systems are not sufficient to today's transportation needs. Thus the Department of Transportation has begun to develop a national transportation policy that will provide a strategic approach and directly link our transportation objectives to America's national goals. It deals with the immediate need to preserve the existing system, to build only what is needed, and to encourage different modes of transportation to draw strength from each other.
