Title: ELECTION YEAR POLITICS COULD STALL ALL BUT ISTEA LEGISLATION
Abstract: With lawmakers facing November 1998 elections, lobbyists are predicting most construction bills are unlikely to pass in 1998. Perhaps the biggest legislative issue this session for construction is reauthorizing the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). Faced with a variety of contentious issues in 1997, Congress failed to pass a multiyear ISTEA-2 bill and instead approved a short-term extension carrying the programs into the spring of 1998. Odds are good a bill will pass this year, releasing billions for politically attractive projects and programs. Although Superfund reauthorization also remains a high priority, environmental bills are not expected to fare as well.
