Abstract: Congressional conferees are closing in on a new multiyear, $200-billion-plus surface transportation bill, aiming to send a final version to the House and Senate floors by May 22, 1998. Key parts of the new transport measure include the following: highways will get $28 billion per year and mass transit $5.5 billion; ironclad firewalls ensure funds; the House gets $7 billion and the Senate $2.35 billion for high-priority projects; hikes and enhancements for the Congestion Mitigation and Air Quality program; and a $60-million allocation for magnetically levitated rail lines. One major issue still to be decided was devising a formula for dividing highway dollars among the states. The aim is to satisfy donor states. The draft bill produces a 90 cent return for each dollar that their motorists pay in fuel taxes.
