Title: ISTEA-2 MOVES CLOSER TO APPROVAL; INCREASE POSSIBLE
Abstract: The Senate appears to be close to passing the Intermodal Surface Transportation Efficiency Act-2 (ISTEA-2), authorizing more highway and mass transit funds. Lawmakers added $25.8 billion for highways to the version sent to the floor in late 1997 by the Environment and Public Works Committee, but Department of Transportation officials also say that despite reported improvements in road conditions nationwide, there is an annual gap of $37.2 billion between recent spending levels and what it would take to improve the condition of roads and rails. Senators are also debating a $5-billion hike for transit. The Senate and House are working under a deadline extended to May 1, 1998, from the original date of September 30, 1997.
