Abstract: The early days of rural public transportation featured aging vehicles, shoe-string budgets and little respect from transit industry peers. Twenty years after the creation of the Section 18 program, rural transit is entering a new era, and while almost everyone agrees that rural transit is thriving, it is also recognized that demand is growing and more resources are needed. The article provides a historical view of funding, reauthorization, meeting the growing demand and developing sufficient resources.
