Abstract: Six out of ten people living in rural areas or small towns - over 53 million of them - are served by over a thousand transit systems supported under the Federal Transit Act. This special supplement looks at how these systems, vital to the handicapped, elderly, unemployed, and to America's future as well, are winning the fight for survival. Specific areas of concern examined include: how to stretch the dwindling funds to meet the rising needs; how moving people helps in building communities; and how to transform the outdated transit industry into meaningful community transportation systems.
