Abstract: This article discusses the parking meter as a revenue collection tool for city governments. The author suggests that outdated meters, which cause enforcement officials to waste time in searching for violators, allow some 50-80% of parking violations to go uncited. The revenue gained from simply updating their tools, claims the author, would allow governments to justify the expense of installing new meters, and would also generate revenue that could help the financial woes of city governments across the country.
