Abstract: Parking policy in France has been to provide an excess of spaces, but this is now in conflict with new policies to reduce private car traffic. Free parking periods are currently being introduced in Lyons and Marseilles, after a presidential election all parking fines are automatically cancelled, and fines are low (11 Euros). Consequently vehicle users evade parking charges, 20% of parking is illegal and only 40% of fines are paid. The approach in Dijon, which employs parking fee collectors, is contrasted. Here, the vehicle user benefits from knowing that the car park is attended and that if he has more or less time than he estimated, that a refund/further charge may be made and a fine is avoided. Park and ride using the tram system in Strasbourg is described. New governmental policies include limiting parking provision for offices, reducing parking provision or providing alternatives, and providing grants for public transport.
