Abstract: Notable changes affecting parking have occurred during the past decade, changes that affect the actual provision of parking space and changes that have caused parking to become a greater leveraging tool in helping to achieve community objectives. In discussing new policies affecting parking this article examines these topics: policies to reduce or control parking supply; alternatives to parking development; new parking pricing policies; parking enforcement and adjudication; changing parking demands; influence of smaller cars; and operational expenses. The discussion of development mechanisms and financing examines public financing, private sector financing, and public-private venturing.
