Title: An Integrated Approach to the Urban / Inter-Urban Interface
Abstract: This paper discusses the current inter-urban and urban traffic management systems in the United Kingdom. The author presents three case studies that provide examples of operational data exchange across the urban/inter-urban interface: Leeds, Lancashire, and Mattisse. The author describes the Common Data Management Facility (CDMF) which is designed for Local Authorities to help implement and monitor schemes within Local Transport Plans. CDMF enables traffic management; traveler information for citizens to help with accessibility to work, health, leisure and education, via the web, public kiosks and other channels; congestion monitoring to focus investment and demonstrate improvements; streamlined fault management for all integrated systems, enabling faster fault resolution and improved equipment availability; consolidated asset management, i.e., a single inventory of ITS equipment; strategic network management; and comprehensive performance monitoring. A theoretical scenario is used to demonstrate the potential benefits of integrating existing technologies; the author focuses on the potential barriers to implementation. The author concludes that demand management will further enable influence and control over travel choice and could address issues of revenue funding gaps for integrated transport operations.
