Abstract: This presentation relates how the states perceive the Strategic Highway Research Program (SHRP), the $150 million program that promises to produce benefits far into the future. The presentation focuses on the authorizing environment of SHRP. Many factors including the recognition of the need for major highway research has led to the whole-hearted and unanimous support for SHRP. SHRP will begin by addressing 6 areas of research priority: (1) asphaltic materials, (2) pavement performance, (3) maintenance cost effectiveness, (4) bridge deck protection systems, (5) cement and concrete, and (6) chemical control of snow and ice. The article also lists and discusses the reasons why SHRP is needed: (1) to obtain maximum productivity; (2) to confirm basic knowledge; (2) to gain greater forecasting accuracy; (3) to better cope with highway issues; (4) to assemble the resources; and (5) belief in SHRP research areas. SHRP will be an addition to other research activities, not a replacement for them. SHRP will make efforts to attract more private sector involvement. SHRP has been well received by the member departments of the American Association of State Highway and Transportation Officials.
