Title: RESULTS OF THE SURVEY CARRIED OUT BY THE COMMITTEE IN CHARGE OF THE PROMOTION OF PUBLIC TRANSPORT IN WEST- NETHERLANDS /IN DUTCH/
Abstract: THE EXPECTED INCREASE IN POPULATION IN THE NETHERLANDS TOGETHER WITH AN INCREASE IN CAR OWNERSHIP WILL INDUCE A SUBSTANTIAL INCREASE IN THE NUMBER OF JOURNEYS. THE MAJORITY OF THESE JOURNEYS WILL BE MADE IN PASSENGER CARS, HENCE INCREASING CAR TRAFFIC TO 5 OR 6 TIMES THE PRESENT VOLUME. A GROWING DEMAND FOR LARGE CAPITAL INVESTMENTS IN THE TRANSPORT INFRASTRUCTURE WOULD FOLLOW WITHOUT THE ASSURANCE THAT CONGESTION COULD BE AVOIDED. AT THE SAME TIME, THE TREND FOR A CONTINUED DECREASE IN THE NUMBER OF PASSENGERS CARRIED BY SOME FORMS OF PUBLIC TRANSPORT, HIGHER LABOR COSTS, AND A GROWING DEMAND FOR BETTER QUALITY OF SERVICE, WILL CREATE SERIOUS FINANCIAL AND POLITICAL PROBLEMS FOR THE PUBLIC AUTHORITIES CONCERNED. TO FIND A SOLUTION TO THESE PROBLEMS, IN 1964 THE DUTCH GOVERNMENT CREATED THE FOR THE PROMOTION OF PUBLIC TRANSPORT IN THE WEST-NETHERLANDS (COMMISSIE BEVORDERING OPENBAAR VERVOER WESTEN DES LANDS). THE COMMITTEE SOON CAME TO THE CONCLUSION THAT HARDLY ANY FACTUAL DATA WERE AVAILABLE TO TO APPRAISE THE ROLE OF PUBLIC TRANSPORT IN THE WHOLE OF THE STUDY AREA. AT THE COMMITTEE'S SUGGESTION, THE GOVERNMENT AUTHORIZED A HOME INTERVIEW SURVEY COVERING MOST OF THE THREE WESTERN PROVINCES, WHICH HAVE A POPULATION OF OVER 5 MILLION, AND INCLUDING THE CITIES OF AMSTERDAM, ROTTERDAM, THE HAGUE, AND UTRECHT. FINAL CONCLUSIONS CANNOT BE DRAWN YET WITH REGARD TO THE POSSIBLE ROLE OF PUBLIC TRANSPORT. THE MAIN POINTS BROUGHT TO LIGHT BY THE SURVEY CAN BE SUMMARIZED, HOWEVER, AS FOLLOWS: (1) MOST OF THE MOVEMENTS OF PERSONS ARE MADE OVER SHORT TO VERY SHORT DISTANCES-80% NOT MORE THAN 5 KILOMETERS-AND ARE MADE IN CONNECTION WITH HOUSEHOLD NEEDS; (2) A LARGE PART OF THESE JOURNEYS CAN THEREFORE BE MADE ON FOOT OR BY BICYCLE; (3) MODAL SELECTION IS DETERMINED MORE BY CAR OWNERSHIP AND TRIP PURPOSE THAN BY LEVEL OF INCOME OR LENGTH OF JOURNEY; AND (4) MOBILITY INCREASES WITH CAR OWNERSHIP. THE NUMBER OF JOURNEYS MADE BY PUBLIC TRANSPORT IN HOUSEHOLDS WITH CARS IS ABOUT HALF OF THAT MADE IN HOUSEHOLDS WITHOUT CARS. /TRRL/
