Several procedures for estimating freeway, high-occupancy-vehicle (HOV) lane, and rail transit line operation are identified. These procedures are evaluated as to their data requirements, reasonableness of results, and ability to produce intuitively correct conclusions. The recommended equations allow comparison of peak-hour operation of freeway main lanes and adjacent HOV lanes or rail transit lines to estimate how much high-capacity, high-speed transportation alternatives increase person-movement.Read More
