Title: ECONOMIC PERFORMANCE OF THE NIEUWEGEIN LINE
Abstract: Historically, light rail transit (LRT) had been constructed primarily as a transport mode to function and to serve in urban centres. In the Netherlands, the use of LRT to provide access to a suburban satellite city was a novel idea. The Nieuwegein Line was constructed to connect the city of Utrecht with its suburban satellite city Nieuwegein. The first section to Nieuwegein opened in December 1983 and the extension to Ijsselstein in December 1985. The Nieuwegein Line runs on a segregated right- of-way with at grade crossings and benefits from an advanced signalling system VETAG which gives priority to the LRT over other traffic. It offers a frequent, reliable and fast service with a 7.5 minutes headway in the rush hours and a 15 minute headway in the early morning and late evening periods. The corporate aim of Westnederland, the owner and operator of the LRT system, is to provide quality services tailored to the requirements of customers. For the Dutch government, good public transport connection which can encourage transfer from car use to public transport, improve road safety and safeguard a pleasant environment is regarded as an important component in the integrated strategy to ensure sustainable development. This paper will discuss the performance of the Nieuwegein Line, comparing the actual performance with the projections at the planning stage. It will also examine measures being implemented (or under consideration) by the Governemnt and the operating company Westnederland to improve operating efficiency and to achieve strategic planning objectives.
