Title: Can you afford road asset management? (The cost of implementation versus the value of an asset management system)
Abstract: In recent years highway asset management has become a much higher priority for local authorities in the UK. There have been a number of drivers for this not least of which has been the consistent deterioration of the asset over a number of years. Newcastle City Council made the decision to develop a highway asset management plan in 2004 and having developed the plan decided to continue with the implementation of asset management processes with the result that significant progress has been made to date. A large number of service improvements have been identified and actioned during the development process with the resulting costs of the plan preparation and improvement actions being identified, these in turn have been compared against the benefits that have been gained, both as community outcomes and in monetary terms. The results of this comparison have proved extremely interesting and have helped Newcastle City Council to reach a decision to continue with the implementation of highway asset management planning over the coming years.
