Title: User driven software development to meet the requirements of the RMA [Road Management Act]
Abstract: This paper describes the drivers for and the process of development of a system that would meet the needs of Councils, particularly smaller regional Councils, to effectively and practically provide effective risk management and the requirements of the Victorian Road Management Act. The key to the success of the development of the system was the partnering approach taken between a group of Councils and existing asset management service and software providers. The strength of the relationships and trust that had been developed enabled the Councils to actively support and participate in the software development and for the private partners to commit a considerable investment in the development of the system to meet the Council's specific needs. The system developed, RoadAsyst@, helps Councils implement their own system of inspection, defect reporting and maintenance as documented in their road management plan.
