Title: Best Practices in Asset Management Implementation
Abstract: The City of Amsterdam is facing a new era with respect to the organisation of the management and maintenance of the rail infrastructure for the tram and metro network. Separation of operations from infrastructure in compliance with European legislation, has given the City a new role in infrastructure management. The City has embarked on a mission to professionalise its ownership role and prepare itself for a more formal contractual relationship with the maintenance contractor. With maintenance franchises typically lasting between five to ten years, there is a real risk that the long term stewardship is neglected for the benefit of short term cost reductions. In order to guarantee proper long term stewardship, the City is implementing a new approach to infrastructure management, based on a clear definition of maintenance responsibilities. The City as owner of the infrastructure will be responsible for the planning of asset renewal and strategic maintenance whilst all other maintenance activities needed to provide an operational transportation system will be part of the maintenance franchise. Crucial in this process is the development and implementation of an asset management system that will provide a long term overview of the budget need for the upkeep of the infrastructure. The system calculates the timing and budget need for renewals and strategic maintenance over a 30 year period, based on a defined level of infrastructure performance and availability. The challenges Amsterdam faced were not specific for them, the same challenges are true for most, if not all, infrastructure managers. In this paper we examine the development of asset management where the focus is on understanding the relationship between cost, funding and performance of an asset, through tracking asset condition, maintenance and renewal activities. These relationships provide a solid foundation for financial and technical management of the assets.
