Title: THE ROLE OF PARK AND RIDE WITHIN THE PUBLIC URBAN TRANSPORT POLICY
Abstract: This paper presents the assessment of French Park-and-Ride as accompanying measures for large projects for the organisation of urban transport. The multiplication and lengthening of long-distance radial migrations by car, the increasing problems of traffic and parking in town centres, and the development of public rapid transit system in high density sectors, are among characteristic elements of the situation in large urban areas. An increasing number of experts agree that the means to solve problems of urban mobility (particularly congestion) cannot come from a unique solution but needs the combination of different measures of variable scope. Park-and-ride, which are both an alternative system of access to a town centre and a way of optimising the productivity of a collective transport network, are a relatively easy accompanying plan of action. These facilities are the places where the individual and public modes of transport can complement each other: they act as a key point from which one can envisage a better use of urban spaces by a more rational resort to different modes, each one firstly used in the field of its optimum operating and economic efficiency. This paper proposes to draw up an evaluation of the French provision of Park-and-ride as accompanying measures for restructuration of transport networks. With this view, the institutional and financial stakes will be explained and the principles of planning and organising these facilities developed, linked to the panorama of the uses made of them.
