Abstract: Part of the Netherlands transportation policy intends to create a better quality of life in cities, or in other terms a more lasting and sustainable urban environment. This will be achieved by an urban strategy, which will reduce the number of car kilometres. The urban strategy contains: (1) a redesign of urban roads; (2) parking policy; (3) goods distribution centres; (4) bicycle policy; and (v) an administrative organization tuned to regional level. All these and other elements should cause a convenient urban climate or the so- called city as a place for more acceptable and friendly traffic. The concept of that city is expressed in the terms of reference, which are described in the appendix. For the covering abstract see IRRD 860086.
