The toll road was to be the ICA Group's first international project debt offering; the first capital markets financing of a startup toll road outside the United States; and the first securitization of forecasted cash flows from a noncommuter road outside the federal district of Mexico City. This article describes financing plans that were still viable in mid-December, detailing the conservative structure of the proposed deal and the risk allocation.
