It is planned ...The article describes the project and the challenges that have faced the E-470, a 50-mile toll road project planned as the eastern half of a beltway around the Denver metropolitan area. It is planned to be built as a public/private partnership, with major right-of-way dedicated by private developers and with toll revenues supplemented by local taxes and fees in the early years. The basis for the E-470 authority has been established through special legislation, the framework of permanent financing has been developed, and the interim financing is providing for strategic advancement of the project. The article briefly describes the preliminary design, and discusses the bond issues, project costs, the tolls, taxes and fees. The steps for implementing the project are also discussed.Read More
