Title: U.S. Roads Are Being Built and Run with Other People's Money
Abstract: Toll roads in the U.S. are not only the wave of the future, but foreign countries will be financing and running them. A joint venture of Spain's Cintra SA and Australia's Macquarie Investment Holdings won bids for the 99-year-lease of the Chicago Skyway and the 75-year Indiana Toll Road privatization. This has spurred on U.S. lenders and industry to a market that they have been slow to recognize. Toll road and bridge projects are being discussed in 18 states, and the public-private partnership (PPP) approach, which was pioneered overseas, is a possible way to finance and/or run them. The article looks at the hurdles in terms of public and industry acceptance, and includes a map of states where PPP legislation has passed, where PPPs are under way or under discussion.
