This paper describes parts of this pr...The Czech Ministry of Transport awarded a research project deployment in Czech Republic in the year 2000 and the three-year project was finalized in January 2004. This paper describes parts of this project which mainly addresses implementation for HGVs on the Czech motorway network. An economic model shows what toll might be paid per kilometre to ensure effectiveness of the system and minimise payment avoidance through use of alternative routes. The architecture of the GNSS/CN and DSRC systems has also been developed within the framework of the project. The practical implementation of EFC can be made only if a set of governmental laws and supported promulgation would be changed. The project describes more than twenty amendments. The business model elaborated throughout the project shows later that the system of payments might need to be gradually extended to other roads or perhaps to lower vehicle weights in order to be profitable.Read More
