The ARENA project contributes to efficient, technical, organizational and commercial solutions, nationally and within the EU. This report summarizes the results of the second ARENA project, ARENA 2.0. The report is an updated and thematic expansion of the final report from the first part of the project, which developed a concept for distance-based road user charging for heavy vehicles according to the conditions that were given by a Swedish commission on road traffic taxation (SOU 2004:63). This report also shows how the feasibility of the concept from phase 1 was verified through trials attracting significant in-ternational attention. At the same time the original concept for heavy vehicles was expanded into a proposal for a coordinated national strategy for all types of road user charging systems.Read More
