Different countries have implemented different tolling systems. The European Commission is supporting a fully interoperable transport system across Europe. This policy is part of the Commission's white paper: European Transport Policy for 2010: time to decide. The challenges to imlementing an electronic toll collection (ETC) system that will be accepted across the EU are considered. There are two systems available for ETC. Both operate by using microwave or infrared beacons installed above road level and a tag placed in the vehicle. The free-flow system places beacons on a gantry above the road and the vehicles can pass through at speed. The lane system includes toll gates that slow vehicles down. The Commission funded the Road Charging Interoperability project to find a single in-vehicle technology that will work with each ETC system in Europe.
