Title: Central London congestion returns to pre-charging levels
Abstract: New data from Transport for London indicates that, whilst traffic volumes in both the original charging zone and the newer western extension have fallen, congestion is as bad as ever. This article discusses a report which provides the first data on the impact of the western extension, where the congestion charging scheme began operation in February 2007. It also suggests that the removal of effective road network capacity due to the re-allocation of a proportion of the effective road space may be one reason why the congestion problem continues.
