Recognizing the importance of coalitions to the initial deployment and effective continuing management of advanced traffic management systems (ATMS), a technical committee of IVHS (intelligent vehicle highway systems) has developed 7 steps to deployment: build a coalition; draft program for ATMS; find funding to deploy, operate, and maintain the system; revise the program; designate administrative, operations, and maintenance responsibilites; launch ATMS projects and conduct project evaluation.
