Title: OPPORTUNITIES FOR INTERGOVERNMENTAL COOPERATION ON INTELLIGENT TRANSPORTATION SYSTEMS
Abstract: We cannot build our way out of current and future transportation problems is a phrase commonly spoken by federal, state and local officials. Due to a number of factors including limited resources, environmental concerns, quality of life issues and emerging technologies, those officials are recognizing that it is not possible to deal with increasing travel demands and transportation safety issues by relying solely on construction of new facilities. Rather, focus has turned to making most effective use of existing facilities. Intelligent transportation Systems (ITS) is one of techniques being used throughout world to deal with issues of traffic congestion and safety. Intelligent transportation systems have been defined as the use of advanced computer, electronics and communications technologies to increase effectiveness of entire surface transportation system. The purpose of this paper is to examine process of planning and implementing ITS in major urban areas and to concentrate in particular on interaction between state and local officials. The central theme of paper s that cooperation between state and local governments in implementing ITS can create technology and that these platforms can be used as basis for further interagency activities. This theme was tested by examining previous research on institutional issues in implementing ITS and through interviews with state and local officials in eight urban areas.
