Title: Access, parking and pedestrian policies in town centres
Abstract: Planning and development of town centres is complex. There are many linkages which cannot be ignored. Land use and transport interaction is one important set of relationships. Another important one is the relationship between the traffic which town centres generate and the quality of the environment in them. Town centres are not successful if they are unpleasant places to be in. Pedestrian comfort and convenience, safety, and a pollution free environment are highly desirable objectives, but not easy to achieve. Pedestrian malls are often proposed but seldom implemented because they change local access, affect all business activities - with some being disadvantaged and others being advantaged - and there is usually a substantial construction cost. A third important interaction is that of institutional relationships. Usually there are many actors in the planning and development of town centres, but not the mechanisms to resolve questions about who does what, when and how. This makes progress arduous and slow.
