Abstract: Norfolk Southern (NS) applied for an approval to purchase a piece of Conrail two years ago with a promise to create significant opportunities to divert truck traffic from the highways to rail intermodal service. The purchase was approved and took place nearly a year ago. The article examines the situation today and points out that while the integration problems are almost over, the railroad has yet to deliver on its truck to rail diversion promise.
