Title: THE ART OF BEING THERE: THE CENTRAL ROLE OF NETWORKING IN INFLUENCING ROAD USER BEHAVIOUR IN THE NETHERLANDS - A COMMUNICATION TECHNOLOGY
Abstract: The paper discusses the Dutch government's policy to reduce the number of traffic accident victims by one quarter by the year 2010 compared with 1994. In order to achieve this aim, the cooperation of central, regional and local government officials and social organisations is required. Plans are outlined to develop a national traffic safety policy including infrastructure measures, measures to influence the behaviour of road users and the introduction of educational materials. The principles and background to networking, possible traffic and safety applications are explained, and two examples are given of its application in North and South Holland. Details are given of the structure of networks, the build up of networks and their atmosphere. Organisations should have the ability and flexibility to follow its environment.
