Title: MAIN ROADS SERVICING ROAD USERS THROUGH AN AGREED NETWORK OPERATING PHILOSOPHY
Abstract: South East Queensland faces significant transport challenges in many ways similar to those currently faced by other western cities. The US Federal Highway Administration and European transport agencies acknowledge that road infrastructure provision is generally a lower order response to these challenges. Increased emphasis is being placed on public transport, travel demand management, road network operational management and congestion management responses. Main Roads has over the past 12 months placed some emphasis on better understanding operational performance of the road network. This combined with an authoritative review of the impacts of various traffic and ITS measures is leading to a set of intervention warrants. This paper presents a recommended approach to better understanding traffic performance, an agreed operating philosophy and the manner in which safety, efficiency and livability issues are balanced.
