Abstract: This book is the product of a four year, six country study of energy conservation programs implemented at a local level. Examples of decentralized energy conservation programs from the United States, Britain, France, Germany, The Netherlands and Sweden are evaluated on the basis of a common conceptual model, combining program analysis, the 'top-down' perspective, consumer survey research and the 'bottom-up' perspective. The program impacts are analysed in terms of both the characteristics of the program itself and its target groups. Detailed accounts of the six case studies are followed by comparative chapters taking the 'top-down' and 'bottom-up' perspectives. Conclusions are drawn about the strength and weaknesses of local programs, highlighting the problems of reaching disadvantaged groups and recommendations concerning program design, implementation and evaluation are made.
