Title: RELATIONSHIPS BETWEEN PUBLIC TRANSPORT FINANCE AND THE NATIONAL ECONOMY IN THE NETHERLANDS
Abstract: A research project has been undertaken to examine the relationships between (size and kind of) transport expenditures and their contributions to the economy. Regeneration of the urban economy and promoting the integration of public transport modes are two of the policy goals. This paper will present the results and findings of this study. The study is in 3 phases. Phase 1 specifies the conceptual framework for evaluation and draws up a full check list of effects (short v long term, temporary v permanent, redistribution v generation, etc) that will accrue to different sectors of the economy. Phase 2 identifies what methods and techniques are available (based on an extensive literature study and discussions with experts). After a comprehensive review, the study team concludes that it is advisable to develop a methodology to suit the specific requirements of the Dutch Ministry. Phase 3 is the application of the designed method and technique on a particular project to test the potency and vigour of the evaluation methodology. (A) For the covering abstract see IRRD 869445.
