Title: Planning for ITS At the County/Municipal Level
Abstract: As intelligent transportation systems (ITS) continue to be mainstreamed in the United States through successful deployments by state agencies, toll authorities, and large cities, these tools have also become more accessible to smaller regions and agencies. Through a structured process that follows the systems engineering approach and invites participation by a large group of stakeholders, mid-sized regions (i.e., counties and municipalities) can effectively identify their unique ITS needs and the new and emerging transportation technologies that can best meet those needs. This is particularly important to smaller agencies that cannot rely on an established ITS budget item, federal appropriations, tolling revenues, or a large tax base to support such improvements. The goal of this process is an ITS plan (or section of the regional transportation plan) at the county/municipal level that can serve as a structured roadmap for ITS deployment that is consistent with available funding and coordinated with other transportation planning efforts.
