Abstract: Main Roads Queensland is a progressive State Road Authority responsible to the community to fund, construct and maintain a declared road network of 40,000 km. It spends $500,000,000 annually and employs 3,000 people. In 1988, Main Roads initiated a comprehensive Management of Quality System, which is being implemented throughout the organisation. This important corporate initiative will provide a safe and dependable road network of a consistent high quality and at minimum cost, thereby satisfying community needs. In an earlier initiative, Main Roads introduced an operational audit function. This provides managers with the means to improve their operations to a maximum and alerts them to potential weaknesses in their systems. Auditors now play a major role in the Management of Quality System. This paper describes how the audit function is helping Main Roads achieve total quality and how use of quality principles is maximising audit effectiveness.
