Title: Human resources capability and capacity in the effective operation of road administration in developing countries: A case study of Lesotho
Abstract: A study of utilising the right level of human resource, both in capability and capacity, in effective operation of road administration in developing countries was undertaken. It utilised literature review and field survey in Lesotho. The research was on engineers and managers in road administration who are responsible for the specification, procurement, implementation and operation of road management systems. The findings suggest that engineers and managers are not able to reach informed decisions about the type of road management system that best matches the needs of their administration. The problems that lead to poor decision making includes the following: insufficient financial resources, lack of management capabilities and a lack of accountability and transparency mechanisms. There is a need to have the right levels of human resources, both in capability and capacity in effective operation of road administration. Hence road management ought to start from the premise that the road network is an asset which ought to be maintained and improved so as to secure performance and value for money and maximum service of life.
