The paper, entitled 'In the fast lane: fair and effective road user charging in Britain', describes the policy history of road pricing in the UK and issues relating to fairness and effectiveness for all mobility stakeholders. The current approach to road pricing based on global positioning systems is outlined. The design and operational aspects of using global navigation satellite system (GNSS) tracklogs to meter toll road use are considered. Four areas of uncertainty related to GNSS-use proposals for road pricing are discussed: accuracy, costs, on-board unit (OBU) complexity, and privacy.Read More
