Abstract:Currently, there is a multitude of electronic road tolling and road pricing systems around the world, many of which were originally installed as local schemes with no commercial necessity or incentive...Currently, there is a multitude of electronic road tolling and road pricing systems around the world, many of which were originally installed as local schemes with no commercial necessity or incentive to be interoperable with any other scheme. Certification of products or services was also very limited, with manufacturer self certification of On-Board Units (OBUs) and Back Office compliance with standard Quality Management processes being the norm. Recent initiatives by national transport Ministries, in particular the Netherlands, have highlighted the benefits of independent verification and certification methods in support of large scale practical Road Pricing systems. This paper looks at the evolution of tolling and Road Pricing systems and the increasing importance of interoperability and how independent certification combined with verification can benefit stakeholders as systems migrate from local ventures to national road pricing.Read More
