Title: The Influence of the Ongoing Liberalisation of the European Transport Market on the Provision of Public Services and Public Infrastructure
Abstract: This article discusses the process of the ongoing liberalization of the European transportation market and its influence on the provision of public services in the transport sector. The author describes the European Union (EU) and its goals to have both a model civil society as well as healthy internal markets based on principles of competition. For example in the field of transport, the issues of transport services is incorporated into public services, and basically left to the free market forces in the EU. The author also discusses the role of public infrastructure for the provision of public services such as transportation. Topics include the issue of equal access to operators of transport services to public infrastructure, the high costs of infrastructure creation and maintenance, passenger rights, safety standards, subsidization of public services, free movement of persons and goods, profitability, and future development. The author concludes that the EU’s objectives will only be reached the EU transport is connected uniformly and coherently, with a high level of interoperability of different transport systems, and the establishment of common standards.
