Title: Public and Private Roles in Transport Network Development
Abstract: This paper reviews the public and private role in transport network developments. The roles of government versus the private sector in the provision of surface transportation infrastructure and its operations are evolving in both North America and the European Union. The approaches taken—both within the EU and North America—vary widely. Given the predominant role and value of highway investments and the traditional public sector dominance, the issues of public-private partnerships regarding changing institutional relationships in highway development are particularly relevant. Two cluster of issues are identified: What are the most effective public-private partnership arrangements, and how can sustainability be best enhanced on a network basis across a wider range of demand contexts while still retaining the ability to project the policy mix of interest?
