Title: A reform agenda for the Uruguayan transport sector
Abstract: This note describes the current state of the transport sector in Uruguay, focusing on the activities of MTOP (Ministry of Transport and Public Works) and of the main state enterprises in the sector, as well as the viewpoints of the producers, shippers, users, and operators of the transport infrastructure and services. It also evaluates each of the transport subsectors (road, railway, ports and shipping, etc.) using three basic criteria--cost-efficiency, financial sustainability, and fiscal implications. It further identifies key issues and proposes reform options for the sector taking into account the present and expected passenger and freight demand. Strategies for reforms in the short term (1-3 years) will aim at strengthening institutional framework through coordination among the modal agencies and supporting an emergency program to rehabilitate road and rail infrastructure. In the medium term (3-5 years), the strategy will focus on promoting a more efficient and financially sustainable market-oriented supply of transport services. In the long term (more than 7 years), the strategy will aim at fostering a cost-efficient intermodal transport system and a road, rail, and port infrastructure which receives proper maintenance.
