Abstract: The Pennsylvania Department of Transportation is turning to Public Private Partnerships (P3) to finance public infrastructure projects. Many of Pennsylvania’s roads and bridges have suffered from neglect, and the state lacks the funding to perform the necessary repairs. Pennsylvania developed a proposal for the repair of over five hundred bridges and awarded the contract to one firm. If this is successful, they will develop similar proposals for other projects. More and more P3 projects are being adopted in the United States, and they have the potential to alter the methods of public infrastructure funding across the nation.
