Title: SPECIAL REPORT: TRANSPORTATION INFRASTRUCTURE. WASHINGTON STATE ATTRACTS TOP DEVELOPERS TO TEST ITS NEW PUBLIC-PRIVATE INITIATIVE
Abstract: Washington State is using public-private partnerships to fund transportation infrastructure improvements. The Washington State Department of Transportation (WashDOT) received 14 proposals for 11 different projects for new construction or rehabilitation of public facilities by private groups. This article describes the legislative process enabling WashDOT to call for proposals, the requirements of private consortia in bidding, the public policy risk, and the private risk. Puget Sound region monopolizes the proposed project work, as it is the area of the state's wealth, traffic congestion, and environmental concern. Competition for the Tacoma Narrows Bridge work is highlighted.
