Title: Airport CDM and the Ground Handling Industry
Abstract: Airport Collaborative Decision Making (CDM) is noted in this article as one way to address the variation in ground handling functions found at European airports. EUROCONTROL is an organization that has been in the forefront of airport CDM development. The article discusses successful EUROCONTROL implementation of airport CDM, with an emphasis on the sharing operational information between airports and their partners (e.g., airport authorities, airlines, ground handlers). The common awareness of operational situations that are derived from information sharing is what the author says leads to maximized use of available airport infrastructure, improved resource management and, ultimately, enhanced operational efficiency. Besides information sharing, other airport CDM elements discussed include use of the Milestone Approach (for defining critical events of a flight's progress), Variable Taxi Time Calculations (designed to improve adherence to scheduling via the use of realistic taxi times), the Collaborative Management of Flights Updates (the message exchange between airports that serves as the catalyst for CDM), the Collaborative Predeparture Sequence (seen as most beneficial to ground handling companies, due to their being well positioned to inform an airport and its partners about the progress of an aircraft turn-around). The author notes that ground handling companies in particular play an integral role in airport CDM by helping to improve both the transparency and accuracy in airport operations.
