Abstract: Today's federal transportation priorities reflect a movement toward preservation and improvement of the pieces which make up the existing transportation network rather than a launching of new and costly technologies. Nowhere is this philosophy more evident than in the Carter Administration's proposals for revamping federal highway and public transportation programs and in the ongoing federal R&D effort.
